European Network of Living Labs

On November 25th, 2008, Issy-les-Moulineaux was awarded the precious label of "Living Lab" by the European Network of Living Labs (ENoLL) in the scope of the 2008 European ICT conference.

The "Living Lab" label's goal is to identify territories which develop innovative services and applications in the ICT to promote these territories within a unique network (The European Network of Living Labs) and to have them share their experiences. In order to set up and test different innovative services in "real life" settings and to take research out of the laboratories, the "living labs" gather public and private stakeholders as well as end users.

Issy participates as a Living Lab in many ICT R&D projects supported and partly funded by the European Commission. Two of the most important projects to date are APOLLON and EPIC.

The APOLLON project (Advanced Pilots of Living Labs Operating in Networks) (www.apollon-pilot.eu) aims to create sustainable cross-border domain-specific Living Lab networks and enable SMEs to gain access to new markets using the Living Lab environment as a user-driven community. The project selected four domains in which ICT products and services innovation may benefit most from cross-border Living Lab networking: Homecare, Energy Efficiency, eManufacturing and eParticipation through eMedia. As pilot city within the eParticipation experiment, Issy-les-Moulineaux developed and tested an interactive multimedia trail on the history of the Fort of Issy, to raise awareness among its citizens and get them involved in the life of their city. The eParticipation experiment involves two other European cities, namely Manchester and Antwerp. You can see an overview of the eParticipation experiment by clicking on this link.

The EPIC project (European Platform for Intelligent Cities) (http://www.epic-cities.eu/) seeks to create an industrial strenght, pan-european "open smart city platform" to stimulate the creation and uptake of "smart city" services. Within the project, Issy-les-Moulineaux will develop the functionalities of its existing service Issy 3D, with the purpose of enhancing local activity by bringing closer SMEs and the population.

This international recognition spurs Issy to improve further its services to the population through e-services, to modernise its administration, to promote participatory democracy and to remain a benchmark in terms of economic dynamism.
