ENGLISH PRESENTATION
THE « ASSOCIATIONS » IN ISSY-LES-MOULINEAUX
The word “association” (non-profit-making organization) is specific of France. At the beginning was the 1901 Law, based on a principle : “the freedom of associations”
• This law is highly influenced by the “liberal” ideas of this period (in the acception of XIX century), which creates the status of association in France.
It recognizes for every citizen the freedom to be member of an association. Associations of people will be able to be freely formed without preliminary authorization (as long as its object is licit and respects the laws).
• The law defines associations as:
« the convention by which two or several people share, in a permanent way, their knowledge or their activity with a different aim than to share benefit. »
• It means that associations are free to organize themselves.
• The freedom of association is a fundamental law in France since 1971.
Associative life in France:
Associations take an active part nowadays in the support of social cohesion : they are an important link for « living together », acting together and going further than individual interests to express collective needs.
· 1.1 million associations in France
· 15 millions volunteers (1 out of 4 French people)
· 1,9 million salaried employees
· A 60 billions € budget
Associations financing :
· Public financing. It is the main source of financing for associations. It is a French characteristics
· Subscriptions (paid to the association)
· Donations from private individuals
· Sponsoring (financed by companies)
· Revenues from activities (sale of products, paying services)
The associative network in Issy

– 63 000 inhabitants
– 70 000 jobs
About 1000 associations are presently counted in the city, but only 500 are effectively active. About sixty associations are formed every year.
• The City has an exceptionally dense and dynamic association network. It offers a large variety of activities for the inhabitants, in particular cultural and sports ones
Each year, the City grants approximately 150 associations for a total amount of more than 10 million € (10.5% of the City budget.)
The City supports the activities of associations in order to:
1- promote “social link” and social cohesion
2- encourage inhabitants to take part in local animation
3- offer an individual and collective leisures for inhabitants
In addition, the City offers :
· Consulting and coaching
· Example : setting up free training sessions so that the associations can benefit from equipment and the necessary knowledge for a good management of their structure.
· Support on communication (promotion of their activities and events in the municipal newspaper, association’s directory, web site…)
· Preparation of specific events to offer them a better visibility on the City (“Forum de rentrée”)
